Three-in-one System of Luoyang City
Project background To be adapted to the requirement of national economic development and requirement of city construction and government affair for integrating 110, 122 and 119 alarm disposal service into one system in the new era, to improve the command capability of the police system and service level for offering the social rescue, based on the general planning standard of “Gold Shield Project ”of Ministry of Public Security, the project targets at the establishment of beating and prevention system of the police organizations at various levels and actual combat requirement of the command and dispatch, through integration and utilization of existing resources, we conform to the principle of the uniformity, advance, extensibility, practicability, economy and stability, the project fully utilizes the mature and advanced technology at home and abroad to integrate the communication command and dispatch, merges the distributed 110, 119 and 122 special service emergency call station in Luoyang city, and establishes the Luoyang three-in-one system covering the special service emergency number in the city.
After the system is established, it can meet the requirement of the police command center and daily disposal of 119 fire police center for offering timely rescue service, meanwhile, the system can enable the three types of polices to offer timely and accurate information upon the emergent event and large disaster, quickly analyze and decide, carefully organize multiple polices and departments to cooperatively take action and carry out the uninterrupted command guarantee. Its detailed targets and tasks include:
- Establish a set of complete “Three-in-one" communication command system, enable the system to be highly reliable and highly automated, and meet the features of China police command and service requirement of the public security, fire control and traffic management.
- With the improvement of quick response capability of the command center as the core, the system can offer the graphic, networking and visual information for the whole process of alarm receiving, disposal, decision and command of 110, 119 and 122.
- The system uses the digital program-controlled exchange technology, GIS technology, WebGIS technology, space database technology, video monitoring technology, GPS technology and network communication technology and leads in the world.
- The system can not only meet the requirement for daily business processing of police work and quick response requirement for the important emergent events. It can integrate with other platforms of the police system and realize the information sharing between “three polices” and effective integration of existing resource.
- The system will realize various functions required by “Bidding Document for Upgrade and Reconstruction of Luoyang Police 110, 122 and 119 Integrated Alarm Received and Disposal System”.
- Based on the practical condition of Luoyang economy and city development, the system adopts the alarm received and disposal mode with coexisting central and branch emergency response command centers in the current “three-in-one” construction, namely the 110 and 122 operates in the three-in-one center of the city and 119 operates in its branch center.

Basic system functions
- Three-in-one system can offer the queue relay of the alarm call, wired/wireless communication, management and application of alarm received and disposal information and computer assistant decision for the three-in-one command center and realizes the mutual connection and communication and information sharing with the 119 terminal; the system perfectly integrates the alarm received and disposal system with the GPS, wired/wireless communication, and video monitoring and decision command technology and can improve the integrated disposal capability of the command and dispatch and assistant decision of the three-in-one command center.
- All emergency alarm calls in the city are switched and aggregated by the city command center for uniform disposal, based on the caller number (110,119 and 122) , they are reasonably allocated to the seats of the city command center or seats of 119 branch command center.
- Receive the multiple alarm calls from citizens and get the three-field position information.
- The communication between various sub-systems adopts the standard TCP/IP communication protocols.
- Establish centralized GIS service system, form the operating mechanism of the centralized storage, hierarchical collection and maintenance, and emergency response GIS maintenance system, realize the sharing of the GIS information, and support the GIS scheme making and integrated GPS function in GIS.
- The network design is secure and reliable and can guarantee the normal operation of the whole information network system.
- When the important emergent events require to be processed, the system offers the command, decision and dispatch means for the onsite command center and realizes the speech, image and data transfer between the site and command center.
- The computer terminal at the seat can associate the related business database, scheme command system and GIS/GPS system and realize the scheme dispatch, tracking and monitoring, and continued command.
- The system can automatically generate electronic document and record and store the alarm received and disposal process for future inquiry and statistical analysis. - Each function module of the system software can be called individually and can facilitate the reconstruction, expansion and upgrade of the system.
- The system offers the reconnection function between the systems, if single sub-system is disconnected because of a failure, the system can realize automated reconnection function and does not affect the normal operation of alarm received and disposal and assistant decision system.
- Offer the emergency handling means for carrying out alarm received and disposal and dispatch when the whole system fully crashes down.
- Offer the data backup, restoration means and redundancy backup function of key hardware devices.
