HRD-CERS Emergency Response System

CERS is city emergency response command & dispatch information platform developed by FANWO to be used to response to the current emergence events and public security events in the large and middle scale cities at home and abroad. The system utilizes multiple dispatch means such as the voice, data and video to command the response action in a specialized, systematic and fast manner and can improve the response capability and response speed to the emergency events. CERS has gradually evolved into the best solution to the command platform for the significant events such as antiterrorism, global infectious disease and natural disaster.

CERS mainly consist of several sub-systems: computer network system, wired command and communication system, wireless communication and command system, GPS dispatch system, GIS geographical information system, recording and time-keeping system, alarm receiving and disposal command and dispatch system, other alarm system, expert plan and assistant decision system and other intelligent departments of governments at various levels, such as electric power, communication, media, finance, securities, three-guard, weather, customs, government authorities, water conservancy, water supply and gas supply.

CERS is an integrated platform including emergency response command and public service, which can not only dispose the emergent events, but also become the full-system and full-direction platform serving for the citizens! The system can offer various measures convenient to the citizens, such as complaint, query, registration, prosecution, appraisal, looking for a person/object, so it is the central aggregation point for disposing important and trivial events in the whole city! The whole system integrates the whole flow including receiving, disposal, supervision, tracking and control, can improve the service skills and image of the government, and is the bridge and joint to make the society more harmonious.

  • Receive the alarm and complaint from public phones such as 110, 122, 119, 120 and 12315.
  • Display the phone number of the caller, address of the caller, name of caller and symbol of key unit at the alarm receiving seat
  • The alarm receiver records the event description from the caller and save it in the computer.
  • The alarm receiver can effectively dispatch the event and record it in the computer.
  • After the event is disposed, the alarm receiver can summarize and save the record into the computer according to the onsite information.
  • Any operation in the event flow is saved into the database for convenient system maintenance and query and statistics.
  • Besides to receive the alarms from the public phone network, the system also receives the help calls from the police (such as 350M wireless alarm) and information from web, email and SMS and fax alarm.
  • All alarm information will be automatically added into the GIS and display alarm location when the alarm signal enters the system.
  • When the system displays the alarm information, GIS also displays surrounding police distribution information and effective resource to utilize (such as water source distribution and harmful material distribution etc)
  • Connect to PSTN with E1 and can support No. 7, China No.1 and ISDN(30B D) signaling.
  • Support E/M or NO.7 seamless connection with the wireless 350M.
  • Support TCP/IP protocol to connect to the GPS system and realize the GPS command and dispatch
  • Support TCP/IP to connect to the video surveillance system and display the monitoring image around the alarm location in the GIS.
